UUM and JAKIM to Continue Research Collaboration On The Malaysian Syariah Index

JAKIM

UUM ONLINE: Putrajaya - In an effort to continue with collaborative research on the Malaysian Syariah Index, the Department of Islamic Development Malaysia (JAKIM) signed a Memorandum of Agreement (MoA) with Universiti Utara Malaysia (UUM) and five other public universities (UA) to undertake research on the Malaysian Syariah Index 2017.

The MoA was signed by the Vice-Chancellor, Prof. Dato' Seri Dr. Mohamed Mustafa Ishak, and the Director-General of JAKIM, Tan Sri Dato’ Haji Othman Mustafa. The event was witnessed by the Minister in the Prime Minister's Department, Major General Dato' Seri Jamil Khir Baharom, and the Dean of the Islamic Business School (IBS), Assoc. Prof. Dr. Muhammad Nasri Md Hussin, at Everly Hotel, yesterday.

In his speech, the Honourable Dato' Seri Jamil Khir said that JAKIM had succeeded in completing the Malaysian Syariah Index research to produce the first ever index score for the country in 2015.

"The result of that research is an achievement that we can really be proud of, and the Prime Minister was extremely pleased with the findings of the research, which was presented on 28 March 2016," added Dato' Seri Jamil Khir.

He added that, to ensure the successful execution of the research in 2017, the government had agreed to re-appoint the five public universities that had been involved in conducting the research in 2015, specifically, UUM, the International Islamic University of Malaysia (IIUM), Universiti Sains Islam Malaysia (USIM), Universiti Kebangsaan Malaysia (UKM), and Universiti Teknologi Malaysia (UTM), in eight (8) areas, namely, Education, Law, Economics, Health, Politics, Infrastructure and the Environment, Society, and Culture.

"Besides this, for the research in 2017, Universiti Teknologi MARA (UiTM) will be working with these five public universities in conducting research on the perception of the public with regard to these eight (8) areas.

"I am also pleased to inform that all the findings in the 2015 Malaysian Syariah Index research, which were submitted by all the groups of researchers, have been presented to all the ministries and agencies involved for further action and improvement."

"So far, JAKIM and I have conducted briefing sessions at ten (10) ministries regarding the research findings in the eight areas, and the responses from the Ministers and the top management of the ministries and agencies concerned have been very positive," he said.

He added that cooperation by way of the National Blue Ocean Strategy (NBOS) will be continued so as to ensure that the implementation of the Maqasid Syariah (goals of Syariah) and the Malaysian Syariah Index agenda would be carried out efficiently. This, he said, was because JAKIM would like not only Muslims to know and relish the advantages of Maqasid Syariah, but also non-Muslims to be able to acknowledge and accept the benefits arising from the five (5) principles of Maqasid Syariah.

The Malaysian Syariah Index was launched by the Prime Minister on 10 February 2015 in conjunction with the Premier Assembly of Ulama'-Umara' 2015, with the aim of making Malaysia the pioneer in implementing the world’s first model of Islamic governance based on the principles of Maqasid Syariah, which encompass the preservation of religion, life, intellect, heritage, and property.

With the signing of this MoA, UUM is once again appointed to undertake research and analysis in the field of politics by the Malaysian Syariah Index Governance Committee.

Also present at the ceremony were the Vice-Chancellors and Deputy Vice-Chancellors of the public universities involved in the research, the Members of the Malaysian Syariah Index Research Committee, and the Heads and Members of the Malaysian Syariah Index Research Groups.

IBS ONLINE : UUM ONLINE: Universiti Utara Malaysia (UUM) has attained the rare distinction of being the first university in Malaysia to have produced graduates of the Bachelor of Islamic Finance and Banking (BIFB) programme with an Islamic Financial Planner (IFP) Professional Certificate.

A total of 64 students were honoured at the Islamic Financial Planner (IFP) Professional Certificate Award Ceremony where they were presented the certificates by Mr. Shahizan Md Noh, the Senior Consultant of Islamic Wealth Management and Partnership, Talent Development, Islamic Banking and Finance Institute Malaysia (IBFIM).

The Dean of the Islamic Business School (IBS), Assoc. Prof. Dr. Muhammad Nasri Md Hussain, said that the ceremony was held to celebrate those from the first batch of the BIFB graduates who had successfully obtained the IFP Professional Certificate.

"The BIFB-IFP programme is the fruit of the effort invested by the former Dean of the IBS, Assoc. Prof. Dr. Asmadi Mohamed Naim, in collaboration with IBFIM," said the Dean at the Seminar Hall of the Islamic Centre Complex, UUM.

The Coordinator of the BIFB-IFP programme, Dr. Ahmad Khilmy Abd Rahim, stated that, with the IFP certificate, graduates had a better chance of securing a job in an increasingly challenging labour market.

"They possess professional expertise in asset and liability management, risk management and takaful, Shariah compliant investment, zakat and taxation, and Islamic inheritance management, involving, for instance, wills, grants, endowments, matrimonial assets and Faraid (the distribution of the assets of a deceased person among the heirs according to Islamic law).

"With this certificate, students are exempted from taking the Takaful Basic Examination (TBE) in order to become insurance agents for any agency under the purview of the Malaysian Takaful Agency (MTA). They are also exempted from sitting for the Computerised Unit Trust Exam (CUTE) to qualify as agents of Unit Trust," explained Dr. Ahmad Khilmy.

He added that, for this first batch, out of the 77 BIFB students who had sat for the IFP examination, 64 had passed and been awarded the IFP Certificate together with three lecturers, namely, Dr. Mohd Sollehudin Mohd Shuib, Dr. Amirul Faiz Osman, and Ms. Juwairiah Mohamad.

Meanwhile, the top graduate of the BIFB-IFP programme, Ms. Salmiah Suliman, 23, said, “In addition to an environment that was conducive to learning, the classes enlightened me about Halal (what is permissible) and Haram (what is forbidden), and what can and cannot be done in business as well as work. I learned not only about life in this world but also about its connectedness to the hereafter," she added.
